Description:
The Priority Places for Food Index (PPFI) is a composite index constructed using open data to capture complex and multidimensional aspects that make an area a priority place for food. It was initially developed in response to the 2022 Cost of Living Crisis, which placed many communities under severe financial pressure and limited access to cheap, healthy, and sustainable sources of food. Building on the E-Food Desert Index, and with additional domains relating to fuel poverty and family food support, PPFI identifies neighbourhoods that are most vulnerable to increases in the cost of living and which have limited accessibility to nutritious and sustainable food options.
This dataset was previously hosted by the Consumer Data Research Centre (CDRC) - this dataset is the same as CDRC V2.1.

- Web-Scraped Data
Purpose:
Data were originally collected for administrative purposes.
Collection Status:
Complete
Method of Collection:
Open data were used in combination with web-scraped data from Newing et al.
combined using an index calculation to determine food insecurity risk across
seven domains (data availability differed by country and is indicated in
brackets): Proximity to supermarket retail facilities: - Average distance to
nearest large grocery store (Geolytix Retail Points v28); E,S,W,NI - Average
count of stores within 1km (Geolytix Retail Points v28). E,S,W,NI Accessibility
to supermarket retail facilities: - Average travel distance (based on a custom
built spatial interaction model); E,S,W - Accessibility via public transport
(Govt. Journey Time Statistics 2019). E,S,W Access to online deliveries: -
Online groceries availability (Newing et. al, 2020); E,S,W - Propensity to shop
online(CDRC Internet User Classification 2018). E,S,W Proximity to
non-supermarket food provision: - Distance to nearest non-supermarket retail
food store(Food Standards Agency, accessed 2023-11-02 and Geolytix Retail Points
v28); E,S,W,NI - Count of non-supermarket retail food stores within 1km (Food
Standards Agency, accessed 2023-11-02); E,S,W,NI - Average distance to nearest
market (CDRC data from National Market Traders Federation 2016-2019); E,W -
Average count of markets within 1km (CDRC data from National Market Traders
Federation 2016-2019). E,W Socio-demographic barriers: - Proportion of
population experiencing income deprivation (UK Govt. Index of Multiple
Deprivation 2017-2020); E,S,W,NI - Proportion of population with no car access
(UK Census 2021). E,S,W,NI Need for family food support: - Children in relative
low-income families (Department for Work and Pensions, 2022); E,S,W,NI - Healthy
start voucher uptake (Averaged Jan-June 2023 uptake); E,W - Distance to nearest
food bank (Food Standards Agency, accessed 2023-11-02 and Give Food, accessed
2023-11-02). E,S,W,NI Fuel Poverty: - Proportion of households in fuel poverty
(2017 - 2020); E,S,W - Prepayment meter prevalence, 2017. E,S,W
Weighting:
Each domain within the Index was weighted as follows so that the food shop
access domains (1-4) and affordability barriers (5-7) are equally weighted: 1.
Proximity to supermarket retail facilities (12.5% of composite index); 2.
Accessibility to supermarket retail facilities (12.5% of composite index); 3.
Access to online deliveries (12.5% of composite index); 4. Proximity to
non-supermarket food provision (12.5% of composite index); 5. Socio-demographic
barriers (16.7% of composite index); 6. Need for family food support (16.7% of
composite index); 7. Fuel Poverty (16.7% of composite index).
